Paying for care can feel confusing. Here are the main routes, in plain English.
Council-funded care
After a needs assessment, if a person has eligible needs the council carries out a financial assessment. Depending on income and savings, the council may pay for some or all of the care. The council publishes its current savings limits and charging policy.
Direct payments
Instead of the council arranging care, a person can receive a direct payment and choose their own provider. This gives more control over who provides care and when.
NHS continuing healthcare
People whose main need is a health need may qualify for NHS continuing healthcare, which is free. Ask for a checklist assessment, especially before hospital discharge.
Self-funding
Many people pay privately, either because their savings are above the council’s limit or because they want care to start sooner. Self-funders can still ask the council for a needs assessment and advice.
Other help
Check benefits such as Attendance Allowance, which is not means-tested, and Carer’s Allowance for family carers.
How the financial assessment works
The council looks at income, such as pensions and some benefits, and savings. It should leave the person with a minimum amount of income to live on, and it should take into account disability-related costs. Ask for a written breakdown and challenge anything that looks wrong.

Independent financial advice from an adviser who specialises in care fees can help families plan, especially if care is likely to be long term. Charities such as Age UK also provide free information.
